Fostering Innovations For Employment Opportunities Through Work-Based Learning In Uganda: A Synthesis

Abstract:

This synthesis report explores the state of work-based learning (WBL) in Uganda, emphasising its role in tackling youth unemployment and skills mismatches in a rapidly changing labour market. Drawing on document reviews, stakeholder consultations, and case studies, the report examines the policy and institutional environment, funding mechanisms, progress in implementation, and obstacles to effective WBL. Findings suggest that structured models like graduate trainee programmes, industry-based apprenticeships, and informal training workshops have enhanced job preparedness, reduced recruitment costs, and promoted innovation. However, ongoing challenges such as limited funding, outdated training infrastructure, weak institutional linkages, and low awareness of recognised certification continue to hinder the impact and sustainability of WBL initiatives. The synthesis provides policy recommendations to implement the draft National Work-Based Learning Policy, reinforce public-private partnerships, improve funding mechanisms, and foster inclusivity so that all learners, especially women and marginalised youth, can develop relevant skills for decent and productive employment.
